In 2022, Menendez co-sponsored the Accountability for Cryptocurrency in El Salvador (ACES) Act, which raised concerns about El Salvador adopting Bitcoin as legal tender. This act was criticized by fellow co-sponsors Jim Risch and Bill Cassidy, who believed it could empower malign actors and money laundering cartels while threatening the status of the U.S. dollar as a world reserve currency.

Furthermore, Menendez had also criticized Facebook’s Libra project in 2019 due to fears that it could become a haven for money launderers and countries seeking to bypass U.S. sanctions.
