Ukraine’s Plan to Regulate AI and Cryptocurrency Industries Aligned with EU AI Act Revealed

Ukraine has introduced a roadmap for regulating AI-based industries, including cryptocurrency, similar to the EU AI Act of 2023. The EU AI Act, published in June this year, aims to establish unified regulations for the development, marketing, and use of AI in the EU. It seeks to position Europe as a reliable center for AI globally. The Ukrainian Ministry of Digital Transformation unveiled its AI regulatory roadmap on October 7. The roadmap is designed to help local businesses prepare for the implementation of a law similar to the EU AI Act and educate people about minimizing risks associated with AI.

The roadmap follows a bottom-up approach, allowing companies to adapt to potential rules during a trial period of 2-3 years. The Ministry intends to promote self-regulation among companies by encouraging them to adopt a voluntary code of standards and behavior. A White Paper will provide firms with information about the strategy and timeline of regulation implementation.

The Ministry also plans to create a collaboration forum where businesses can share best practices and discuss challenges related to AI regulation. Training courses and workshops will be organized to educate businesses about ethical and open use of AI technologies. The development of Ukrainian AI legislation is expected in 2024, after considering the EU AI Act.

The EU AI Act, once implemented, will prohibit or limit certain AI services and products while banning others completely. Technologies such as biometric monitoring, social scoring systems, predictive policing, emotion recognition, and untargeted facial recognition systems will be expressly forbidden. However, generative AI models like OpenAI’s ChatGPT and Google’s Bard will be permitted if their outputs are identified as AI-generated.
