Europe Reaches Historic Agreement on Artificial Intelligence Act
Members of the European Parliament (MEPs) and the Council have reached a historic agreement on the Artificial Intelligence Act. The legislation aims to establish safe, ethical, and responsible AI use in Europe while protecting fundamental rights, democracy, and environmental sustainability.
Europe AI Regulations Aim To Strike ‘Delicate Balance’
In a recent statement, it is highlighted that the agreement strikes a delicate balance between fostering innovation and implementing safeguards against potential risks associated with AI. The new regulations address concerning applications of AI, including the prohibition of biometric categorization based on sensitive characteristics such as political or religious beliefs. It also prohibits the untargeted scraping of facial images for facial recognition databases.
The legislation recognizes the threats to citizens’ rights and bans emotion recognition in workplaces and educational institutions. It also prohibits social scoring based on behavior or personal characteristics, as well as the manipulation of human behavior through AI systems.
Safeguards and narrow exceptions have been established for the use of biometric identification systems, requiring prior judicial authorization and strict limitations.
AI Regulations Pose Risks
The legislation introduces clear obligations for high-risk AI systems that could potentially harm health, safety, fundamental rights, and the rule of law. This includes mandatory impact assessments on fundamental rights and the right for consumers to launch complaints about AI systems impacting their rights.
To support innovation and smaller businesses, regulatory sandboxes will be established by national authorities. Non-compliance with the new rules may result in substantial fines ranging from 35 million euros or 7% of global turnover to 7.5 million euros or 1.5% of turnover, depending on the nature of the infringement and company size.
The agreed-upon bill will now proceed to formal adoption by both the Parliament and the Council to become EU law, representing a significant step towards responsible AI development globally.
