China Proposes Accelerated Adoption of Digital Yuan in Beijing and Shanghai
China authorities have put forward new policies aimed at speeding up the adoption of digital yuan in designated districts in Beijing and Shanghai. The China State Council’s General Office has announced a comprehensive reform initiative for Shanghai’s Pudong New Area, which is scheduled to take place from 2023 to 2027.
China State Council Reform Plan for Shanghai
The reform plan focuses on enhancing the area’s reform efforts with the goal of establishing the Pudong District as a leader in modernization. It includes a significant emphasis on pilot testing the use of digital yuan in various sectors in Pudong, highlighting its potential in modern financial and economic systems.
The plan also integrates digital yuan into trade settlement, e-commerce payments, carbon trading, and green power trading. This move aims to standardize and expand the application scenarios of digital yuan, especially in the use of fiscal funds. Additionally, it supports headquarters institutions in developing offshore trade and economic businesses using digital yuan.
Municipal Committee Member Advocates for Digital Yuan
Meanwhile, Fung Kwok-yau, a Beijing Municipal Committee Member and President of the Hong Kong Professionals Association, has called for accelerated progress in Beijing’s “Digital Yuan Adoption Demonstration Zone” to raise awareness about digital yuan.
Fung suggested installing e-CNY terminals in local stores at famous sightseeing attractions, popular malls, and shopping districts to expand the application of digital yuan. He highlighted challenges such as late entry into the contactless payment market, high user acceptance barriers, sustaining subsidies, and re-cultivating user habits.
Fung proposed that culture and tourism departments should lead by popularizing the concept of central bank digital currency (CBDC) and educating people on how to use digital yuan. He also recommended providing incentives for small and medium-sized merchants who have adopted digital yuan terminals to help consumers understand and use the currency.
