The EU Reaches Agreement on Rules for AI Use
The European Parliament and Council negotiators have reached a provisional agreement on the regulations surrounding the use of artificial intelligence (AI). The agreement focuses on various aspects of AI, including biometric surveillance, regulation of AI systems like ChatGPT, and transparency rules for market entry.
The EU aims to establish itself as the first supranational authority with comprehensive laws on AI. The agreement was reached after lengthy debates and negotiations. Regulations for General-Purpose AI
According to the agreement, general-purpose AI with risks must adhere to specific codes. Real-time biometric surveillance can only be used by governments in specific cases involving certain crimes or severe threats in public spaces.
The deal prohibits cognitive behavioral manipulation, scraping facial images from the internet or CCTV footage, social scoring, and biometric systems inferring personal details. Consumers have the right to file complaints and receive explanations.
Fines for violations range from 7.5 million euros ($8.1 million) or 1.5% of turnover up to 35 million euros ($37.7 million) or 7% of global turnover, depending on the infringement and company size.

The agreed text will now need to be formally adopted by the European Parliament and Council before becoming EU law. The parliament’s internal market and civil liberties committees will vote on the agreement at an upcoming meeting.
