Nadella stated that while everyone talks about the open web, there is actually a “tool web” that can become even more pervasive with the integration of artificial intelligence. Microsoft has made significant investments in companies like OpenAI and has added their products to its own suite of business applications and Bing search engine.

Nadella expressed concern about the vicious cycle that can occur when one company gains too much control, stating that it becomes even harder to compete. He argued that the notion of user choice is completely bogus because defaults drive user behavior. Despite Microsoft’s attempts to encourage people to switch from Google to Bing, users have been reluctant to do so.

Nadella described the obstacles faced by competitors like Bing in the face of Google’s entrenched market power. Despite investing over $100 billion in Bing over the years, Microsoft still only has a small market share. The Department of Justice (DOJ) and attorneys general from several states have filed an antitrust lawsuit against Google for monopolizing digital advertising technology and breaching the Sherman Act. The lawsuit is part of broader scrutiny of Google’s dominance in data markets.

Additionally, the DOJ accused Google of destroying internal corporate communications related to investments and engaging in other non-competitive practices. The lawsuit alleges that Google undermined competition by using exclusive deals such as its agreement with Apple. This prevents rivals from accessing the scale and data they need to compete effectively.
